The debate on the General budget 2018-19 in Rajya Sabha began in Rajya Sabha this afternoon amid protest by the ruling party MPs and members of TDP. The BJP MPs are raising protest against the persistent sloganeering by the Congress party members at the time of Prime Minister’s reply to the Motion of Thanks in Lok Sabha on Wednesday.

Senior Congress leader P Chidambaram initiated the discussion on debate amid protest and slogans from BJP members who are demanding apology from Congress leaders over the conduct of their colleagues in Lok Sabha.

Before Chidambaram initaited the debate, the house witnessed sharp exchange between the Leader of Opposition Ghulam Nabi Azad and Parliamentary Affairs minister Anantha Kumar.

The Upper House faced early adjournment on Thursday after protest by TDP MPs who have been demanding immediate implementation of Andhra Pradesh Reorganisation Act and earlier by the Congress members. As the house met at 12 noon, it resolved to initiate the debate post noon skipping Question Hour, only to see protest by MPs from Andhra Pradesh.

Though the discussion had begun yesterday, due to persistent pandemonium in the house after TDP members stood raising protest on the issue of Andhra Pradesh, the house could not continue with the proceedings.

The protest by TDP members began soon after Deputy Chairman PJ Kurien opened up the floor for discussion. Senior Congress leader P Chidambaram had stood up to initiate the debate when three TDP members marched to the Well raising noisy protest.

The Act provides for a special package for the state after bifurcation in 2014. The TDP members have been protesting the delay in implementation of the Act and commitments made by central government at the time of bifurcation.

Meanwhile, the discussion on the Union budget 2018-19 is continuing in the Lok Sabha. The discussion began on Wednesday with Congress leader Veerappa Moily initiating it.
