Home Minister Rajnath Singh met chief ministers and top officials of 10 naxal-affected states to strategise a new anti-naxal strategy. The meet comes two weeks after 25 paramilitary personnel were killed in Chhattisgarh’s Sukma district.

Rajnath called for a an aggressive strategy that instills fear among the naxals.

“We have to bring aggression in our policy, there should be aggression in our thinking, aggression in our strategy, aggression in the deployment of security forces, aggression in operations, aggression in bringing development, aggression in road construction…The presence of our forces should instill fear in the left wing extremists and a sense of confidence among the local people and tribals ‘Let your action speak for itself’,” said Singh.

He asked the states affected by Maoist violence to “take ownership” of the operations launched against the Left extremists, while insisting on effective steps to “choke” their finances.

“We have to ensure that the states take the ownership in the anti-Naxal operations where Central Armed Police Force will cooperate fully,” he said.

Chief ministers of Bihar, Odisha, Uttar Pradesh, Maharashtra, Chhattisgarh and Jharkhand attended the meeting but Mamata Banerjee, N Chandrababu Naidu, K Chandrasekhar Rao and Shivraj Singh Chouhan skipped it.

Apart from them, district magistrates and superintendents of police of 35 worst-hit Naxal-affected districts along with heads of paramilitary forces and intelligence agencies were also present at the high-level security meet.

Singh stressed on “unity of purpose” and spoke of a unified coordination and command to counter left wing extremists (LWE).”I am sure that the attempts to stall development and throttle democracy at gunpoint will not be successful ever,” the Home Minister said.

“There is need to find a solution to this problem and the strategy is available and encompassed in the word ‘SAMADHAN’. It means S- Smart Leadership, A- Aggressive Strategy, M-Motivation and Training, A- Actionable Intelligence, D-Dashboard Based KPIs (Key Performance Indicators) and KRAs (Key Result Areas), H- Harnessing Technology, A- Action plan for each Theatr, N- No access to Financing,” he added

Singh also spoke about the many steps that need to be taken to counter the guerrillas.

The Home Minister expressed “confidence that together, with the new strategy and new force, we will confront the Naxals and will be successful against them”.

In his address, Singh mentioned that there have about 12,000 casualties because of naxal violence in the last 20 years.
